Upload Reports to GCS and Maintain Front-End Behavior

Description:
This task involves refactoring the report-saving functionality to upload all reports directly to Google Cloud Storage (GCS), eliminating the need for local storage. The folder and file naming structure should remain unchanged. The front-end must behave as expected.

The goal is to preserve the front-end behavior after transitioning to GCS. The user experience, including features such as listing and viewing reports, should remain exactly the same. The organization of reports on GCS must closely follow the current local directory structure.
