If any of the CI test runs fails, we should get alerted in #sqs-alerts

DoD

  • Slack alert created
  • Cron runs integrated
  • Runs on merge to default branch are integrated
  • Link to the failing test run is created
  • Clear differentiation between cron runs and default branch merge runs
  • No noise - all alerts are helpful
