Recommend Notally as a local notes application in the Notebooks page

As we currently don't list any local notebook applications for Android, Notally might be a good option.

It is a modern Android app which doesn't require any permissions (not even for exporting/importing backups).

It is written in Kotlin and allows for formatting.

It is available on Google Play Store, F-Droid as well as Github Releases.
