feature request: ability to require no approval for admin staff for jobs

Hello.
I believe it is important to discriminate between admins (staff) and non-staff users when it comes to running/scheduling a job that is marked as requiring approval.
This way we can let people ask for running a job and approving that by admins, while the admins themselves would be able to run that job on their own, otherwise they would need to work in pairs (one running the job, the other approving it).
Perhaps the ones being able to run these jobs could be the ones having the permission extras.approve_job but I believe it's better to leave that to admin staff.
