Some files can be marked as "Viewed" and some not

Hello Team,

Could you please add some clarification? My dev team made a pull request to remove a few files committed by mistake. During the review process, we found that inside the PR some files can be marked as "Viewed" and some of them not. Is it a bug or just a misunderstanding on my side?

Searching across discussions did not get any results.
