At the moment my webiste is called username.github.io/repo-name and i want to know how to change it to repo-name.github.io

This cannot be done I'm afraid, you will need to buy a custom domain. This is likely to prevent certain common addresses from being reserved, or to prevent users from creating too many websites under one account.
