Website Redesign: "Get Involved" page hero image chevron down arrows microinteraction

User Story
AS an Orcasound user I WANT to automatically scroll down past the hero image on the "Get Involved" page SO THAT I can read and interact with the content.

Description
When a user hovers over the down chevron arrows in the top hero image, it should animate slightly downward. When selected, the page should automatically scroll down to show the content at the top (see example video linked below).

Notes:

• This is a micro-interaction that should be the same across all Orcahome pages

Acceptance Criteria
GIVEN I hover a cursor on the down chevron arrows on desktop and tablet designs WHEN I visit the "Get Involved" page THEN I see a micro-interaction exactly as depicted in the example video linked below.
