EXTRAS-254 - DLM_Load command fails from the IDL scripting window

executing the following command in the IDL scripting window fails:

dlm_load, 'idl_idlbridge'

It gets an error about being unable to find a dll.
this will succeed if typed from the IDLDE command line.
This is important as it allows the use of multi-threaded processing with idl
The work around is to add the IDL bin directory to the PATH environment variable.
