EXTRAS-3 - get_metadata() and get_data_element_names() might be leaking memory #1

The get_metadata() function might be leaking memory when querying vector or vector metadata. The get_data_element_names() function might be leaking memory when returning the names. The problem might be that when creating the IDL array and using IDL_StrStore() to place a string into the IDL array, that the string will need to freed later using IDL_StrDelete(). It's not obvious from the IDL documentation what is expected to occur. This will need to be debugged first to verify whether it is a memory leak or not.
