[FEATURE] Automation App Docker Monitoring

Is your feature request related to a problem?

Coming from #76, the automation app docker collects GitHub events and stores them into S3.

We require a way to know if this app goes down so we can act immediately to bring it back up to minimize the events missed.

What solution would you like?

If the monitoring finds that there are no logs in the past X amount of minutes, then trigger a CloudWatch alarm. Then, our existing monitoring will be able to send out emails and slack notifications.
