What/Why

What are you proposing?

Lower the number of maintainers required to merge a PR from 2 to 1.

What problems are you trying to solve?

There are too few maintainers active and a lot of PRs waiting for far too long.

What is the developer experience going to be?

PRs approved by 1 maintainer can be merged.

Consensus

I will make this change if we can get a simple majority of maintainers to agree.

We have 4 out of 7, made the change and resolving this. Note we already had 1 on 2.x branches.
