Make a distinction between moderately sensitive and highly sensitive files when running locally #210

When using the project pipeline to run actions locally, the output sensitivity declaration is redundant. All files are saved to the same location, so it is easy to accidentally label the sensitivity of files, which only becomes apparent when viewing files on the level 4 server.

It would be useful to:

  • print out a summary of any highly sensitive files produced when running an action locally
  • save files to distinct locations depending on the declared sensitivity to mimic the L3/L4 separation on the server
