Make it easier to withdraw requests #701

Sometimes requests get abandoned. At the moment, a request can only be withdrawn by the owner and only if it's in PENDING or RETURNED.

We should support owners and output checkers withdrawing a request at any point.

This has cropped up again because of an old request in the long_term_kidney_outcomes_after_covid workspace.
