Add a doc on customizing recipes

In some cases, users may want to make changes to a popular recipe such as common static analysis. Perhaps they want to remove one of the recipes or maybe they want to add a new recipe to the list -- we should create a simple guide in the Running recipes category that highlights how to do this.

I envision this will use the Moderne recipe builder.
