Add banner for Android app OI Calendar-Sync #103

On all pages, a banner should be shown on the top stating
"Android user? Sync your events with OI Calendar-Sync"

The banner can be closed by the user. Once closed the preference is stored in the preferences and applied when the app is visited again.
