Automate Joining Process

Not sure what's easiest to make this happen, but it would be nice if we could have a simple web-form to allow non-technical members to join who don't have the expertise to make a Pull Request.

@timothyfcook simplest way to do that is create Google Form... and then add to website, but I'm not sure is this a best approach because this doesn't automate anything it just add another placeholder for data which we in the end have to add here to repository.

with #93 I think we are hitting limitation of static generator like jekyll. We need in future something with little work on server side to automate process like joining, memberships etc.

My ideal would be to automate joining by changing Gratipay so that we can get a list of everyone who is giving to OCI. Then "joining" would simply mean giving on Gratipay.

Conversely, "leaving" would mean not giving anymore.
