Open Watcom V2 installers for current build are now available

I reworked GitHub and Travis configuration to generate OW installers regulary.
There is a few limitation for them now.

• it doesn't contain Documentation
• 64-bit Windows installer is not available due to Travis problem with build

Both problems are related to OW wgml utility which is still available only in DOS/OS2 binary form.

I am in process of CI migration to Microsoft Azure Pipelines dueto Travis CI has a problems with limited log size, available job run-time etc.
Microsoft Azure Pipelines is fully working for Linux/MacOS/Windows without any problems and for Open Source it is excelent performance available.
Unlimited run-time for jobs, 10 parallel VMs.
Full build including documentation for all 3 platform on Azure Pipelines takes about 1,5 hours.
I updated installers on GitHub by build from Azure Pipelines.
They include documentation and is available for all host platforms including 64-bit.

I finished CI migration to Microsoft Azure Pipelines.
Now all installers will be build regulary each-day if any commit into open-watcom/open-watcom-v2 repository. These installers are complete, should not missed any file and contain full Documentation.
Also ow-snapshot.tar.gz full OW distribution including debug info will be created.
Problem with executable attribute in ow-snapshot is fixed now.
Current-build release contains full pack including source files.
