Adding baggage to parent span and propagate it to child spans

As the title says I am trying to add some baggage to a 'root' span and propagate the values added to it the the child spans.
In order to associate the 'root' span as the parent of the child spans I have a Custom exporter defined:

I tried to add baggage to the root span like this:

  propagation.setBaggage(
    context.active(),
    propagation.createBaggage({

    })
  );

I also use the following propagators:

  propagator: new CompositePropagator([
    new W3CTraceContextPropagator(),
    new W3CBaggagePropagator(),
  ]),

But no luck with this approach, the baggage I add is not shown as Attributes in Jaeger for the child spans (they are nested correctly tho).

The return value of propagation.setBaggage need to be set with api.context.with so that spans created with that specific context can be associated with the new baggage.
