Difficulties creating a new repository from template

I am following the quick starter guide to create my open SDG platform. However, after I find open-sdg/open-sdg-site-starter and go to click the green button of "Use this template" it gives me 2 options: Create a new repository and Open in a code space. I clicked on Create a new repository and when I want to select the owner of the site It won't show me any options but my account, which means that I will be creating a public repository in my personal account. It doesn't show me the "Include all the branches" box. What should I do?
