That message was seen in the Agent log after having modified this node property in the Web UI from false to true. The result of that change was a not valid state for openhorizon.allowPrivileged in the Exchange (that the Agent later observed). The Web UI may be using an incorrect update procedure, but ultimately the Exchange owns this state so it should never allow a not valid state to be created.
