editor.highlightActiveIndentGuide ineffective in Quiet Light theme #1

Issue Type: Bug

  1. Choose the Quiet Light theme.
  2. Make sure editor.highlightActiveIndentGuide is true
  3. View a file with indents.

By comparison, here is how the Dark+ theme looks:

And Light+ gets it right:
