Unable to install correctly 2.0.6 or 2.3.0

Describe the bug
When I try to install 2.3.0, it's crashes my computer to bluescreen every time.
When I try to install 2.0.6, as I required from a different application,
it will always raise:
DEPRECATION: omegaconf 2.0.6 has a non-standard dependency specifier PyYAML>=5.1.*. pip 24.0 will enforce this behaviour change.

Expected behavior
Working installation...

• OmegaConf version: 2.3.0 and 2.0.6
• Operating system: Ubuntu 22.04
