Fill out hazard scenarios table

NaFRA scenario per zone (catchments, flood risk management s*)
NaFRA scenario for whole UK at 100yr return
Historic scenario per event (merge all to calculate full extent, duration calculated as whole window)
Historic scenario discretised by calendar day (anything on e.g. 1st January)
Historic scenario by supplied polygon extent (with duration as defined by start/end)
