VM Portal is currently having some issues when trying to create a VM from VM Portal #1657

Description of problem [include screenshots and browser console logs]:

Im trying to open "Create virtual machine" wizard from VM Portal and all I get is "Sorry, VM Portal is currently having some issues". I tried to open it in FIrefox, Chrome and even Edge on different systems. I read somewhere that the user creating a VM in the VM Portal should not be assigned superuser role. Well that didnt work either. I can create a VM from Administration Portal though...

VM Portal version number: 4.5.4-1.0.31.el8

oVirt version number:
OS Version: RHEL - 8.9 - 1.0.8.el8
OS Description: Oracle Linux Server 8.9
Kernel Version: 5.15.0 - 205.149.5.4.el8uek.x86_64
KVM Version: 6.2.0 - 40.module+el8.9.0+90121+4bf332e1.2

Browser and version: Firefox 115.11.0esr , Chrome 124.0.6367.156

Steps to Reproduce:

  1. Open VM portal under andy user and click "Create virtual machine"

Actual results: Sorry, VM Portal is currently having some issues

Expected results: to open a new wizard
