Formalize equilibrium vs. simulation mode

Be sure the model options are clear between how to run in equilibrium versus simulation mode (and in between). Also clarify and make configurable the ordering of agents. This should also come with methods for making sure data are pulled from the right years and/or iterations, e.g., we shouldn't have code that starts with if w_iter >=2 sprinkled about.
