Port over code from here? nprapps/liveblog-headlines@094d083

Including url params to:

  • customize # of headlines shown
  • optionally show something different from "this just in" as the title
  • anything else?

@thomaswilburn will be useful for late oct / early nov if Wash Desk wants to be able to use this for an elections-branded seamus liveblog as well as the news apps election liveblog
