Twitter Rate Limits

My bot run into problems with rate limits, facing the "Too Many Requests" error far too often to be fine.
Even when posting only 26 tweets on a day, this error is given.
Is a post with error also included in the count?
How else can 26 tweets in 24 hours meet this error?

Anyone have the same problems and know of any workaround to handle this in a better way?
