Fix LEDs on robot startup

Currently, when we start up a robot, the LEDs are not functional. Most importantly, the chest button flashes blue instead of reflecting the current state the robot is in. In order to adhere to game rules, we have to nao restart the robots every time we turn the robot on, which takes a huge amount of times and makes changing batteries at halftime / during the game very stressful.

We should fix this.
