If we have a JOSS citation we should use it, mimicing citation we have in NIMBLE's DESCRIPTION.

@paciorek I've drafted a JOSS manuscript for nimbleHMC, but have not submitted it. This submission is waiting for the official AD (and nimbleHMC) release.
