darn. not as done as I thought, fell at the subsequent fence.

a third-party dependency uses assembler (https://github.com/splatlab/cqf/) so needs to be migrated - it's only about 10 instructions. I'll see how long getting approval takes here and look into it, if no-one else is keen to.
