Action to auto-generate blank templates upon data model release

Slowness and errors with the DCA make a simple sanity check in a template cumbersome. Suggested that - with every data model release - have latest blank templates auto-generated and pushed to a folder in the data models repo.

Aditi notes that we are doing this in MC2. Pull this over to HTAN

Update: MC2 does not have this feature; I mistakenly confused it with a manual script that Orion executes. I set up a system for HTAN, and if it works as expected, I can implement it for MC2 as well.
