Setting arbitrary miner fees should be possible

Hi. Is there a reason setting miner fees isn't possible? You only have 4 options that don't give much range. For instance, for testing purposes I tried to transfer $1 worth of bitcoin. The "Normal" fee is $10. The lowest it goes is about $6 for "Low Priority".

I should be able to set a 1 sat fee if I want to, or at least $0.01.

Would you accept a PR if I made one?
