As Armadillo admin I would like to have central log aggregation

Motivation:
we want to see what commands are used, how long they took and if errors occured
Demo:
we can see users and the commands they used, and how long it takes and if errors occurs
Acceptance criteria:
should not include parameters of the operations in light of sensitive data?
check with Tom, Stuart to agree on a format for this log so we can compare with Opal
