Deal with Facebook friend list policy change

There is no longer a way to get the list of friends for pre-approval:

The only workaround I know of would be to try and use the Requests dialog to send a message to the users and get an app-scoped ID in return. It's unfortunate that FB has made it necessary to send requests to users just to pre-approve them

Ooh, I just thought of a much better idea which should work:

  The admin can set a list of user IDs of users who installed the app already (like themselves) and if the new user is a friend of one of them then auto-approve. The admin would need to make sure the listed users don't accept friend requests from imposter accounts. Since people have non-family friends on Facebook who they may not want to have access, we can also combine it with a name lookup in the tree. We can also combine it with https://developers.facebook.com/docs/graph-api/reference/user/family

Of course we can also have a list of email addresses for pre-approval too.
