An accidental short circuit on system_load to ground resulted in zero voltage at this output. The reset or power on reset does not have an effect on that situation.

The situation got even worse after enabling the ship-FET during USB-C plugged and battery charging. After that, the changer blinks with the status LED and a cloud of smoke becomes visible from the PCB.

I removed the USB-C plug and cells quickly to stop the situation from getting even worse.

That experience is very strange, because according to the BQ25792 datasheet. The charger should have System Short Protection (VSYS_SHORT), to avoid that situation.
