Notes/todo:

config.json needs to specify paths to local copies of schemas specified in https://github.com/mitre/data-owner-tools/tree/master/example-schema, so these need to be present on this repo or Dockerfile has to pull from the other repo
config.json (at least) also needs to be able to access related services, e.g. entity_service_url and mongo_uri. not sure of the best way to pass these through based on other running instances.
