Use cargo-dist configured platform matrix as the basis for normal CI testing platforms to use

This should help catch bugs earlier by ensuring we test on the same platforms we'll be using for our release artifacts. Needs to be done in a way that actually automates use of that matrix, so updating the cargo-dist configuration updates the single source of truth.
