書いてあるとおり

レンタルサーバーを用意する（WordPressが動くやつでOK）
Matomo Analyticsをインストールする
nuxt-matomo モジュールを入れる
add(legal): 利用規約・Misskey配信ガイドラインの整備 #115 プライバシーポリシーを整備する

Purpose

ユーザーの利用状況を知りたい（今はPVすら知る術がないので）
