Add Notification For Entry Specific Chapter Milestone

Describe your suggested feature

It should be a optional function that we could turn on and set our desired amount of chapters we want to accumulate.
Then when it accurate our specified amounts of chapters we'd get a notification separate from library update.

Other details

it shoud be a entry specific. It'd give a notification like "[x] has acuumulated [x] amount of chapters." We'd click it and be forwarded straight to the entry.
