Main Issue

Noticed some PR that have an issue with DLL files not linking with portable installation of a program, here's an example

How to solve it?

Adding a New Label for this issue will allow better tracking of opened and even drafted/closed PRs that have this problem.

Of course, adding a New Label won't fix this issue in winget-cli, but it'll help organize PRs that have this issue.

Did I check if there's a Label for this issue?

Yup, I did check if there's anything mentioning this in an issue or discussion, and looked in the Currently Available Labels, and found none related to this particular issue.

Found a label related to this issue, called zip-binary Depends on library files that aren't available via symlink
A bit cryptic in my opinion... but nonetheless, this label is used for this particular issue.

Will close this Issue Ticket.
