Enable vckpg integration with Visual Studio StaticLibrary projects by default

Is your feature request related to a problem? Please describe.
The vcpkg integration in VisualStudio 2019 projects works out of the box for C++ Applications, I have access to #include installed through vcpkg.
However, for a Library project with the following property in the .vcxproj (I think this is the relevant difference with the Application case):
<ConfigurationType>StaticLibrary</ConfigurationType> instead of <ConfigurationType>Application</ConfigurationType>
the vcpkg integration is disabled by default and requires additional steps that I believe are not well documented, all the existing doc doesn't specify that there is a difference between different project types.

Proposed solution
C++ StaticLibrary projects in Visual Studio should also have access to vcpkg installed ports by default.

Describe alternatives you've considered
The alternative is to manually set in the .vcxproj for the StaticLibrary project the bool VcpkgEnabled as in:

  <PropertyGroup Label="Globals">
    ...
    <VcpkgEnabled>true</VcpkgEnabled>
  </PropertyGroup>
