I can't install wsl #12453

I try to install wsl using PowerShell (run as administrator) and the command "wsl --install". After 100% downloading I get the message "access denied". After the command "wsl --update" everything is the same.

When I'm using the command "wsl -l -v" I get the message "Windows Subsystem for Linux needs to be updated to the latest version".

Windows components (optional features) "Microsoft-Windows-Subsystem-Linux", "VirtualMachinePlatform", "Hyper-V" is installed. Intel VT-x is enabled.

When i'm using file "wsl_update_x64.msi" i get the message "This update only applies to machines with the Windows SubSystem for Linux" and then Windows Subsystem for Linux update setup wizard ended prematurely.

When I I try to install Ubuntu using Windows Store I get the message _"WslRegisterDistribution failed with error: 0x8007019e.

I have also used the PowerShell commands "dism.exe /online /enable-feature /featurename:Microsoft-Windows-Subsystem-Linux /all /norestart" and "dism.exe /online /enable-feature /featurename:VirtualMachinePlatform /all /norestart" successfully.

About my OS: Windows: 11 Pro Version: 24H2 26100.2605

How to collect WSL logs

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.

If this is a networking issue, please use collect-networking-logs.ps1, following the instructions here

Once completed please upload the output files to this Github issue.

If you choose to email these logs instead of attaching to the bug, please send them to [email protected] with the number of the github issue in the subject, and in the message a link to your comment in the github issue and reply with '/emailed-logs'.

What should i do next? Microsoft Store is installed.

The same exact issue on Windows 11 Home 24H2 OS Build 26100.2605 AMD Ryzen 3600x CPU. Latest version of powershell, cmd (both with admin privileges). https://df.tips/t/topic/1168/2 — tried these steps. Same error with wsl_update_x64.msi. Tried also uninstalling all latest updates. Didn't help.

I have VMWare Workstation Pro installed with one Windows 11 VM.
