Ability to choise where new "create tabs panel" should popup similar to the tabs settings. #1840

Description

Would be cool to have a similar option to the option for creating new tabs for the the tabs panel.

Instead of the new tabs panel popping up under settings, it will instead popup under the create new tabs panel button.
