only works for local users?

there doesn't seem to be a config setting to allow external users to be relayed. as an external user, i can see incomming chat, but when i send a message, its not forwarded. likewise, when i'm a local user, it works perfect both ways. is there some setting maybe i looked over that will allow for external users to be included?

i really enjoy the federatedness of our server and i would like to include the discord side of our server in on that!
