Describe the bug

Go-NEB or the RSS part is unable to access a TLS1.3 -only website.

To Reproduce

Open manage integrations
Select RSS
Add https://tw.artemislena.eu/search/rss?f=tweets&q=%23matrix
HTTP 500: Failed to register service: Failed to read URL https://tw.artemislena.eu/search/rss?f=tweets&q=%23matrix: Get https://tw.artemislena.eu/search/rss?f=tweets&q=%23matrix: remote error: tls: protocol version not supported

Expected behavior

The feed is added successfully.
