[Bug] Online Guide URLs no longer shown in report information

What happened?

Matomo allows reports to configure an online guide URL. As far as I know they were meant to be shown when someone clicks on the info icon like below:

There is no "Learn more" link shown which I believe used to be the case. In that case this would be a regression.

What should happen?

Show link to the configured guide URL.

How can this be reproduced?

• Open for example an event report or user ID report (or any report, most should show this)
• Click on info icon next to the report title
• Link not shown
