Not installable on Python 3.13

Re-open from materialsproject/pymatgen#4258, installation on Python 3.13 fails as pipes is removed somewhere in the dependency of crystaltoolkit-extension (which doesn't enable an issue section so I have to open here)

Also some other minor issues:

• Maybe use a more restrictive requires-python (set both lower and upper bounds):

• Inconsistent ruff target version:

Thanks for the report @DanielYang59, I'll look into it.

I planned to deprecate the crystaltoolkit-extension eventually, perhaps this is a good motivation to do so formally.
