Long story short - my VSCode went tits-up with several errors during the update to v1.69.0, and created havoc with my system, causing running apps to crash and even disabling my extended desktop.
I initially thought it had something to do with swapping back and forth between 2.8.2 & 2.8.3 (2.8.2 was installed at the time of update), but using trial and error to disable extensions from the command line (couldn't access Extension Bisect), I was able to determine that the cause was an extension called Regex Workbench.
