Update casclib for new D2R update compatibility #21

Blizzard updated D2R CASCs back in July and only CascLib >= 3.0 works with those new CASCs, so currently d2modgen isn't compatible with D2R

I just downloaded D2R update, and generation works just fine. Should I do fresh install or something to reproduce the issue?

I tried on a fresh install and got this error. Last time I used another tool that worked with CASCs (D2RMM) the fix to open new CASCs was to update CascLib

I also have the same error. I have reinstalled D2R and still the same. Is it known how to solve the problem?
