Card icons use too big zone for text popup

Example with command or target icons from a top of the card -- it's use too big zone for text popup instead (red zone):

Real text hint must work over real icon only, e.g. applied to icon panel. Must be researched -- is it possible to move text hint or it's a limitation from panels logic.
